For the past three years, almost every conversation we had with enterprise technology buyers followed the same pattern. They were impressed by AI capabilities in demos. They were skeptical about deploying AI in production. They had run two or three proof-of-concept projects that showed promising results. And they were cautious about committing to full-scale deployment because of concerns about reliability, security, compliance, and the cost of data integration.
That conversation has changed dramatically in 2025. The same enterprise technology buyers we spoke with eighteen months ago are now describing AI as a strategic priority with dedicated budgets, executive sponsorship at the CEO level, and defined deployment targets for the next twelve months. The questions have shifted from "should we deploy AI" to "how quickly can we deploy more AI across more workflows."
This is not just our perception. The data confirms it. Enterprise AI software spending is tracking toward $65-70B globally in 2025, up from $35B in 2023. Average enterprise AI budgets have grown 180% year-over-year according to surveys we have seen from major consulting firms. And the percentage of enterprise AI projects reaching production -- the critical metric that was stuck at 25-30% for years -- has increased to 55% in 2025, according to research from Gartner.
What changed? After hundreds of conversations with enterprise buyers, AI vendors, and our own portfolio companies, we have identified four structural changes that are driving this inflection point. Understanding these changes is essential for founders building AI products and investors allocating capital in the enterprise AI space.
Change One: The Total Cost of AI Deployment Has Fallen Dramatically
The single largest barrier to enterprise AI adoption for the past five years was not technical capability -- it was economics. Building, deploying, and maintaining an enterprise AI application was simply too expensive for most organizations to justify outside of the highest-value use cases. Model training required thousands of GPU-hours. Inference costs for production workloads were prohibitively high. And the engineering talent required to build reliable AI systems commanded salaries that only well-funded technology companies could afford.
All three of these cost components have declined dramatically over the past eighteen months. Model training costs have fallen by 100x for a given level of capability as training efficiency has improved. Inference costs have declined by 95% for the capabilities available two years ago, driven by model distillation, quantization, and the commoditization of inference infrastructure. And the emergence of AI-native development tools and platforms has dramatically reduced the engineering effort required to build reliable AI applications -- what previously required a team of five ML engineers can now often be accomplished by two software engineers using modern AI development frameworks.
The economic impact of these changes is difficult to overstate. Use cases that were not economically viable eighteen months ago are now clearly cost-effective. Enterprise buyers who had built business cases that showed negative ROI on AI deployment are rebuilding those cases with current cost assumptions and finding that the ROI picture has transformed completely. This economic shift is probably the single most important driver of the enterprise AI adoption inflection we are observing.
Change Two: Foundation Model Reliability Has Crossed the Enterprise Acceptance Threshold
Enterprise organizations have higher reliability requirements than consumers. A consumer application that produces a wrong answer 5% of the time is annoying. An enterprise application that produces a wrong answer 5% of the time and feeds that wrong answer into a business process may cause material financial or reputational damage. For enterprise adoption at scale, AI applications need to be reliable enough that business users trust them without constant manual verification of outputs.
Early generation large language models did not meet this bar. Hallucination rates were too high for many business applications. Instruction-following was inconsistent, causing models to behave unpredictably in edge cases that enterprise deployments inevitably encounter. And the absence of reliable uncertainty quantification -- the ability for a model to say "I do not know" rather than confidently fabricating an answer -- made it difficult to design reliable human-AI workflows that appropriately escalated to human judgment when the AI was uncertain.
The current generation of foundation models has crossed the reliability threshold for an expanding set of enterprise use cases. Hallucination rates on document understanding tasks have fallen from 15-20% to 2-5% with proper RAG architectures. Constitutional AI and RLHF techniques have dramatically improved instruction following reliability. And the emergence of strong uncertainty quantification methods has enabled the design of reliable human-AI workflows where AI handles the high-confidence cases autonomously and routes uncertain cases to human review.
This reliability improvement does not mean that AI is ready for all enterprise use cases. High-stakes medical diagnosis, legal advice, and financial decisions still require significant human oversight. But it does mean that a large fraction of enterprise knowledge work -- document processing, customer service, code review, data analysis, report generation -- can now be reliably automated with AI systems that business users trust without constant oversight. This is the reliability threshold for enterprise adoption at scale, and we have crossed it.
Change Three: Enterprise Vendors Have Built the Integration Layer
One of the most underappreciated reasons for slow enterprise AI adoption in 2022 and 2023 was the integration problem. Enterprise organizations run their operations on complex, interconnected systems: ERP, CRM, HRIS, document management, communication platforms, and dozens of vertical-specific applications. Deploying an AI application that operates in isolation from these systems has limited value. Deploying one that integrates seamlessly with the systems where work actually happens requires an enormous amount of custom integration work.
Over the past eighteen months, the major enterprise software vendors have built AI capabilities directly into their platforms. Salesforce Einstein, Microsoft Copilot, ServiceNow AI, Workday AI, SAP Joule -- every major enterprise platform now offers AI features that are natively integrated with the data and workflows in that platform. This dramatically reduces the integration barrier for enterprise AI adoption, because organizations are no longer deploying a separate AI tool that must be integrated with their existing systems -- they are enabling AI capabilities within systems they are already using.
This creates an interesting dynamic for startup founders building enterprise AI companies. The hyperscaler and platform AI capabilities are handling the lowest-hanging fruit -- basic productivity features, simple document summarization, straightforward data analysis -- in the systems where enterprises already operate. This leaves startups to focus on the more complex, domain-specific, or cross-system AI applications where native platform AI is insufficient. In our experience, these more complex use cases are often the highest-value ones, so this dynamic actually creates a better opportunity for startups than it might initially appear.
Change Four: The Regulatory Landscape Has Clarified Enough to Enable Enterprise Action
Regulatory uncertainty was a genuine blocker for enterprise AI adoption in regulated industries -- banking, insurance, healthcare, and others -- during 2022 and 2023. Compliance teams were advising caution about deploying AI in customer-facing applications until the regulatory framework was clearer. Legal teams were uncertain about liability for AI errors. Boards were concerned about reputational risk from AI failures that they could not yet prevent with available tools.
The regulatory landscape has clarified significantly in the past eighteen months, and paradoxically, this clarification has accelerated rather than slowed enterprise AI adoption. The EU AI Act has been finalized and enterprises now have concrete compliance requirements to work toward rather than an uncertain future to hedge against. Major financial regulators in the US and Europe have published guidance on AI use in credit decisions, fraud detection, and customer communication that provides a framework for compliant deployment. And the healthcare regulatory framework for AI-assisted diagnosis and clinical decision support has matured, with the FDA approving dozens of AI applications and publishing clear guidance on the evidence standards required for approval.
Clear regulations, even demanding ones, are better for enterprise adoption than regulatory uncertainty. When compliance teams can evaluate a proposed AI deployment against a defined framework and certify compliance, deployment decisions become faster. When boards can understand the legal and reputational risks of AI deployment and obtain insurance products that cover those risks, governance approval becomes routine rather than exceptional. The maturation of the AI regulatory landscape has removed a substantial friction point for enterprise adoption, particularly in regulated industries where our portfolio companies are concentrated.
Implications for Founders and Investors
These four structural changes have significant implications for how we think about building and investing in enterprise AI companies. The combination of lower costs, higher reliability, better integration, and clearer regulation means that the enterprise AI market is entering a period of rapid scaling that will favor companies that have already established customer relationships and proven their technology in production over those that are still in pilot mode.
For founders, the implications are urgent. The window for establishing category leadership in enterprise AI has compressed significantly. Two years ago, a founder could take two to three years to achieve product-market fit while the market was still developing. Today, the market is moving fast enough that a founder who takes too long to convert early pilots to production deployments and expand to additional customers may find that the category has consolidated around a competitor before they achieve meaningful scale.
The specific areas where we see the most compelling opportunities as a result of this inflection are workflow-specific AI applications in high-value enterprise functions: financial analysis and reporting, legal document processing, clinical decision support, sales intelligence, and supply chain optimization. In each of these areas, the combination of improved model capabilities, lower costs, and better integration infrastructure has made reliable production deployment possible for the first time. The companies that are deploying now, building customer relationships now, and accumulating proprietary training data now will be extremely difficult to displace in two to three years.

What Founders Should Do Differently Now
The structural changes we have described carry concrete implications for how founders should approach building and selling enterprise AI products. The pace of market development means that the playbook for enterprise AI startups has changed significantly from just eighteen months ago, and founders who are operating on outdated assumptions risk being caught by the inflection they should be riding.
First, founders should accelerate their transition from free trials and pilots to paid production contracts. The enterprise AI market is maturing rapidly, and the dynamics that allowed startups to extend free pilots for six to twelve months while building features are changing. Enterprise buyers are now experienced enough to know what they want from AI products. They are willing to pay faster when the product meets their needs. Founders who move quickly from proof-of-concept to paid production will compound their customer relationships, data advantages, and revenue in ways that those who linger in pilot mode cannot.
Second, founders should prioritize verticalized AI products over horizontal platforms at the seed and early growth stages. The enterprise buyers who are deploying AI today are overwhelmingly purchasing solutions to specific problems in specific workflows -- not general-purpose AI platforms that require significant configuration and expertise to deploy. Vertical AI products, even if their total addressable market is smaller on paper, are winning enterprise deals faster and generating more durable customer relationships than platforms. Founders who try to be all things to all buyers are finding their sales cycles extend dramatically compared to those who solve one expensive problem perfectly.
Third, founders should invest aggressively in the enterprise-grade features -- security, compliance, observability, and governance -- that are now table stakes for deployment at large organizations. The days when an impressive AI demo could win enterprise contracts while the enterprise-grade features were "on the roadmap" are ending. As enterprise AI deployment accelerates and the stakes of AI failures increase, procurement teams are requiring production-ready enterprise features before signing contracts. Founders who invest in these capabilities early will close deals faster and at higher price points than those who treat them as an afterthought.
